Shortly before the RA Police made a statement saying:
Dear Citizens,
A number of citizens, are walking among the participants of the illegal protest action in Baghramyan Avenue and among them also MPs who are carrying out explanatory work among the participants saying that the peaceful gathering is not subject to suspension, and police have a duty to support the assembly.
Up to this moment Police have not hindered the implementation of the gathering, or exercised force against the participants, neither it called to administrative responsibility the organizers of the action, and pursuant to Article 180 (1) of the RA Code on Administrative Violations continued to maintain the public order, including the participants safety: In other words fulfilled its obligation under Article 32 Part 2 of the RA law on Peaceful Assembly, which is to facilitate the assembly.
We declare that the obligation has the limits of its exercise and cannot restrain the police when the grounds provided by Article 32 Part 1 of the Law on Freedom of Assembly occur. Pursuant to Article 32 Part 1 of the Law on Freedom of Assembly, ” The Police may terminate an assembly only if there is no other possibility of preventing disproportionate restrictions of the constitutional rights of other persons or of the public interest. “
