What has the Ministry of Justice done in Fight against Corruption?

The 30 January 2015, decision approved by the Governing Council of the Academy of Justice, the 2015 educational curricula foresees a individual training for the persons included in the list of candidates to  judges and prosecutors, on the topic “Current Issues on Fight against Corruption in the Public Service Sphere” in the amount of 10 academic hours. This is indicated in the report of the RA Ministry of Justice Staff for the period of 1 April 2014 – 1 April 2015.

The training includes the issues on struggle against corruption occurrences in the sphere of public service, its general situation, and legal and institutional boundaries of struggle against it (including the measures taken against corruption by the international organizations and groups such as GRECO (The Council of Europe’s Group of States against corruption), MONEYVAL (Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism and there instructions), as well as the issues of participation of other interested parties (non-governmental organizations, media).

It is noted that in the past year the awareness-raising activities such as public awareness seminars that allow citizens to become more aware of their rights were carried out.

It is indicated in the section of fight against corruption that the protocol decision N14 of 10 April 2015 had approved the concept “Fight Against Corruption in Public Administration System,” and based on it the 19 February 2015 decision on “Establishing an Anti-Corruption Council and the Experts Committee, approving the composition of the Council, approving the procedure of activities of  Council, Experts’ Committee and the Department of Anti-corruption Monitoring Programs of the Staff of the RA Government” and by the decision N 165-N a new anti-corruption institutional framework was approved.

An Anti-Corruption Council with its corresponding structure was formed according to the decision. The Council is coordinating the implementation of anti-corruption strategy, and is a body supervising the implementation of sectoral programs. The Draft Strategy has also been developed.

According to the report, as a result of the third round of monitoring of the Istanbul Action Plan of OECD Anti-Corruption Network for Eastern Europe and Central Asia (ACN), the monitoring team has compiled the Report “Anti-Corruption Reforms in Armenia”, which was approved at the Anti-corruption Network for Eastern Europe and Central Asia meeting on 8-10 October 2014 in Paris.

At its 66th Plenary Meeting (Strasbourg, 8-12 December 2014), the Group of States against. Corruption (GRECO), the Third Evaluation Round Second Compliance Report on Armenia was accepted. It registered that Armenia had met its obligations satisfactory with regard to the requirements of all 19 points on the themes of “Incriminations” and “Transparency of party funding”

The Report reads that GRECO has already commended the authorities of Armenia for the thorough efforts taken at the time of the adoption of the Compliance Report.
