Verdict in Andranik Piloyan’s Case Published: He Will Be Released

The Anti-Corruption Criminal Court, presided over by Judge Tigran Davtyan, published today, December 10, the verdict in the case of National Hero of Armenia and former Minister of Emergency Situations Andranik Piloyan.

According to Iravaban.net, the court ruled:

Andranik Piloyan was found guilty of abuse of official powers, receiving large-scale bribes, and large-scale fraud committed by a group of persons by prior agreement.

  • Final sentence was set at 4 years 5 months 23 days, counting his detention period toward the 5-year imprisonment,
  • Banned from holding certain public service positions for 3 years,
  • Fined 1.3 million drams,
  • Travel restriction measure to be lifted after the verdict enters into legal force.

Artak Beybutyan was found guilty of attempting to receive a bribe as an official, sentenced to 4 years 6 months imprisonment. The sentence was conditionally not applied, with a 4-year probation period. His signature bond not to leave remains unchanged until the verdict enters into legal force.

Vigen Grigoryan was found guilty of using real or perceived influence for mercenary purposes, committed for clearly illegal action or inaction.

  • From 8 years imprisonment, detention time of 2 years 15 days was subtracted, leaving 5 years 11 months 15 days imprisonment to serve. After the verdict enters into force, travel restriction and administrative supervision will be lifted. The bail amount of 5 million drams will be returned.

Arthur Ohanyan was found guilty of giving a bribe. The sentence was conditionally not applied with a 1-year probation period. Travel restriction and suspension from office will be lifted after the verdict enters into legal force.

Vigen Mkrtchyan was found guilty of bribe mediation using power or official authority or influence derived from them, and embezzlement of entrusted property in particularly large amounts.

  • Final sentence was set at 3 years 6 months 28 days imprisonment, conditionally not applied, with 2 years probation. Travel restriction will be lifted after the verdict enters into force.

Hrachya Yeremyan was found guilty of abuse of official powers and bribe mediation using power or official authority or influence derived from them.

  • Sentenced to a fine of 500,000 drams. Taking into account time in detention, he was released from serving the sentence. Suspension from office will be lifted after the verdict enters into force, and the 3 million drams bail will be returned to the payer.

Ara Yaghjyan was acquitted, recognized and declared innocent. The bail amount of 2 million drams will be returned to him.

Ashot Hakobyan was also acquitted, fined 500,000 drams, and the bail amount of 10 million drams will be returned to the payer.

The court also ruled to confiscate for the benefit of the Republic of Armenia:

  • 860,000 drams from Andranik Piloyan,
  • 4,510,000 drams from Vigen Grigoryan,
  • Return 1 million drams recognized as material evidence to “Hybrid Production” LLC,
  • A 10-gram gold ingot,
  • As procedural costs, confiscate 36,000 drams from Andranik Piloyan, Vigen Mkrtchyan, and Arthur Ohanyan,
  • 1,341,000 drams from Andranik Piloyan, Vigen Mkrtchyan, and Hrachya Yeremyan for expert conclusion expenses,
  • Leave the known heating boiler and parts at the disposal of Andranik Piloyan’s son, Tigran Piloyan,
  • Remove the arrest placed on Ashot Hakobyan’s property.
