The Rights of Artsakh Armenians have been violated for 264 Days

Artsakh has been under siege for 264 days.

  • Due to the suspension of planned surgeries in all medical institutions of Artsakh, about 1,890 citizens were deprived of the opportunity to solve their health problems through surgery, increasing by about 20 cases in the last 3 days.
  • Until today, 754 patients were transferred from Artsakh to Armenia with the mediation and accompaniment of the International Committee of the Red Cross, and another 70 were transported to receive appropriate treatment with the accompaniment of Russian peacekeepers. In recent days, 343 people (mostly students and citizens of the Russian Federation) were transferred to Armenia accompanied by Russian peacekeepers. Due to additional Azerbaijani obstacles to ICRC activities, the transfers were suspended for almost a month in May, suspended again on 15 June, after which they continue with some interruptions and additional obstacles until today, while the transfers of persons by Russian peacekeepers were suspended on 15 June and resumed. only on 21 August, but only in one direction: from Artsakh to Armenia,
  • As a result of the blockade, more than 6,000 people, including around 800 children, have not been able to return to their homes, some of whom have already returned home with the assistance of the Red Cross and Russian peacekeepers.
  • No citizen traveled freely along the Stepanakert-Goris highway (Lachin (Kashatagh) corridor) and the cases of two-way movement of people decreased by about 218 times, and only with the support of the Red Cross and the Russian peacekeepers (2,966 entries and exits instead of 646,800 people in 264 days). In addition, in the last 3 days, 11 cases of exit and entry of citizens were registered. These were ICRC vehicles.
  • Not a single car of Artsakh citizens passed through the blocked road, and the total movement of cars was almost 81 times less than it should have been without the blockade (instead of 242,880 in 264 days, 2,972 cars entered and exited, and that is only through the Red Cross and RF by peacekeepers). It means that during the last 3 days, 3 entrances and exits of vehicles, the vehicles of the ICRC, were recorded.
  • About 18 times less vital goods were imported by the Red Cross and Russian peacekeepers alone than would have been without the blockade (5,715 tons instead of about 105,600 tons in 264 days, of which 0 tons in the last 3 days.
  • During the blockade, Azerbaijan has completely or partially interrupted the gas supply from Armenia to Artsakh for a total of 197 days, and the electricity supply has been completely interrupted for 235 days. This has resulted in daily fan and additional emergency shutdowns and many facilities closing or curtailing operations.
  • Since the blockade, 1,710 business entities (40% of the total) have suspended their activities due to the impossibility of working under the blockade.
  • Due to the blockade and disruption of vital infrastructure, an estimated 17,000 people, more than 90% of private sector workers, have lost their actual jobs and source of income since the beginning of the blockade.
  • The construction works of 32.6 kilometers of roads, tens of kilometers of water lines, irrigation systems for thousands of hectares of land, 3,717 apartments, and more than 40 social and industrial infrastructures have been stopped.
  • During the blockade, the economy of the Republic of Artsakh suffered a loss of about 501 million US dollars, leading to the failure to provide about 55 percent of the predicted annual GDP index (903 million dollars).

On 22 February, the International Court published the decision regarding the request submitted by Armenia and stated: “Since 12 December, the connection through the Lachin Corridor has been disrupted; the supply of food, medicine and other necessary goods to Nagorno Karabakh has been hindered, which can cause irreparable damage.

“The Court considers that it is necessary to apply a temporary measure and court records that Azerbaijan is obliged to take the measures that depend on it to ensure the uninterrupted movement of people and goods in both directions through the Lachin Corridor.”

It was noted that the court’s decision came into force from the moment of its publication.

However, the fact is that the road is still closed.

Due to the lack of international pressure on Azerbaijan, the Armenians of Artsakh are facing a humanitarian disaster. The appeals of the international community have been ignored by the leadership of Azerbaijan until now.

Fundamental human rights have been violated for 262 days, and international organizations and states are silent.

Due to the terrorist behavior of the Azerbaijani side, the villages of Shushi region are completely cut off from the capital of Artsakh and other settlements.

It should be noted that the Governing Board of the CSO Anti-Corruption Coalition of Armeniaalso made a statement. “This blockade, under the guise of environmentalism, pursues   the realization of the corrupt ambitions of the despotic leadership of Azerbaijan to seize the most important assets of Artsakh’s economy.”
