The actions of the “RA Anti-Corruption Strategy and its Implementation Action Plan for 2019-2022” to be performed in 2021, have been implemented by 41%

The Report on the Results of Monitoring of the Implementation of the RA Anti-Corruption Strategy and its Implementation Action Plan for 2019-2022 to be performed in 2021, which was prepared by the Armenian Lawyers’ Association has been published․

In order to make the monitoring as participatory and effective as possible, among other tools 8 focus group discussions were conducted, with the participation of the competent bodies under the Strategic Action Plan, specialized CSOs, sectoral experts, advocates and other stakeholders..

The report presented the monitoring works, the conclusion, and in addition the methodological observations and recommendations by sectors as well.

According to the monitoring results, 19 (41%) out of the 46 actions envisaged by the Strategy Action Plan and to be implemented in 2021, were implemented. 19 (41%) were implemented partially, and the remaining 8 actions were either not implemented at all or the progress of their execution is not enough to assess the performance of the action as “partial” (18%).

In general, the performance of the action plan envisaged by the Strategy can be assessed as “average”, taking into account that the share of fully implemented actions is less than 50%, and the share of partially implemented actions is close to 50%.

Considering the average performance of the Strategy and the resulting actions and the inconsistency of the 101 level impact results and actions performed under the separate and legally analyzed actions, as well as based on the preliminary agreements reached with the Ministry of Justice of the Republic of Armenia, other competent bodies and organizations, the professional and expert community during the 8 focus group discussions held from 9 to 14 February 2022; the Armenian Lawyers’ Association has proposed to develop a new Anti-Corruption Strategy, based on the observations raised in the report, the identified shortcomings and recommendations, including proposals for review and re-elaboration of unperformed actions, which will be launched from 2023, ensuring high participation in the process with the involvement of all actors in the field.
