The National Assembly adopted the Law: Punishment for isolated, self-isolated persons for violating the requirements was determined

On 23 March, the Draft Law on Amendments to the Code on Administrative Offenses and to the Criminal Code was debated and fully adopted at the extraordinary sitting of the National Assembly. The draft was adopted with 117 votes in favor.

Justice Minister Rustam Badasyan presented The Draft Law.

“Failure to remove a publication within one day after being fined that it violates the requirement of disclosure provided by the state of emergency rules of dissemination shall again constitute a penalty in the amount of 500-1000 times the minimum wage. It also includes violations of the rules of isolation or self-isolation provided by the state of emergency or other restrictions on the right to freedom of movement during the state of emergency,” Justice Minister Rustam Badasyan said.

The Minister of Justice also informed that the concept of “media” has been replaced by the concept of “performing media activity” in order to have a wider coverage.

Rustam Badasyan also mentioned the explanation given to the concepts of self-isolation and isolation. “Isolation is the separation of contacts of persons, including the sick or infected, with those in contact with them in a designated area for the purpose of excluding direct contact with other persons and preventing the spread of the infection. Self-isolation is considered the separation of persons, including the sick or infected or the contact persons with them, in order to limit their direct contact with other persons in their permanent residence or preference elsewhere, and to prevent the spread of the infection,” Badasyan said.

The Criminal Code proposes the rules of isolation or self-isolation during a state of emergency declared on the basis of emergency, other violations of the right to freedom of movement which negligently caused the infection of a person. In that case, a penalty of up to 300-500 times the minimum wage or imprisonment for up to one month, with or without the right to hold certain posts or engage in certain activities for up to two years shall be imposed.
