Former Syunik Governor Surik Khachatryan is wanted; detention is chosen as Measure of Restraint: SIS

On the basis of a combination of sufficient evidence obtained in the Special Investigation Service of the RA in the scope of the criminal case, former Syunik Governor Surik Khachatryan was indicted as a defendant under Article 309, Part 1, Article 38-179, Part 3, for the commission of the offenses provided in Article 38-314, paragraph 1, that he has exceeded his powers, as well as by using official position and ordering persons illegally, he has incurred particularly large-scale waste and official fraud. As a result, it has caused substantial damage to the legitimate interests of the state.

Special Investigation Service informs this.

In particular, it was revealed that Surik Khachatryan, having held the post of Syunik governor in 2011-2012, order the head of the Noravan community of Syunik province Lavrentik Arakelyan, to provide the metal pipes belonging to the Noravan community of Syunik province to the governor’s brother.

Lavrentik Arakelyan, in violation of the law, instead of submitting a proposal to the community council on alienation of the pipes and  then alienating or using it under the decision of the council of elders, on terms and conditions, prompted by Surik Khachatryan, provided the pipes of overall particularly large monetary price of 5.132.891 AMD, to Surik Khachatryan’s brother.

In addition, in August-September 2016, Surik Khachatryan issued an illegal order to the Akner community head to alienate the 0.43-hectare plot of land along the road in Akner community through a fake auction to his designee Ashot Gevorgyan.

For this purpose, the Akner community head of staff, on the instruction of the community head by providing false information, drew up false records of the auction dated 16 September 2016 of the plot, according to which the land of 0.43 hectares, was sold to Ashot Gevorgyan for AMD 70,000.

On 19.11.2019, Surik Khachatryan was declared wanted. On the same day arrest was chosen as measure of restraint against Surik Khachatryan.

Lavrentik Arakelyan was charged under Article 179 (3) (1) and Ashot Gevorgyan under (Article 38-314 (1) of the Criminal Code of the Republic of Armenia).

The preliminary investigation continues.

Notice: the person suspected in or accused of an alleged crime is presumed innocent unless proven guilty in the manner of prescribed by the RA Criminal Procedure Code in accordance with the Court’s verdict made it effective.
