Citizen reports of a Case of Bribery in the Medical Institution

Seda Zeynalyan, a resident of Armash village in Ararat province, applied to Iravaban.net. In an interview with us, she said that on 29 April, she and her husband visited the National Tuberculosis Center in Abovyan, where her husband was registered, to obtain the necessary documents for a military hospital.

“They had to do x-rays and respond, whether the disease continued or not. They picked up the papers and put them aside, maybe 10-12 people came and their papers were put on our papers. I asked Ani, the employee of the department, why you do not take our paper so that you can take Valery, to x-rey and she answered me, ‘that’s my job, I shall do as I want’. We waited for more than 2 hours. Then she came and told us that there is no picture of the x-ray, we do what our supervisor told us. But I was there, and their supervisor had not said anything. She took whosever document she wants and takes it there, and neglects those that she did not want” Seda Zeynalyan said.

According to her, there was a problem with taking the papers from the archives of the patient registered in the center.

“She went up and down 3-4 times and said ‘my legs hurt, I cannot any more. You know Seda, what I want to say.” I asked ‘what you mean?’ she said, “Well, you’ll pay a thousand drams, because I’m going down and coming up.” She took the documents once again to another cabinet, so that I had to give her 1000 drams. I told her, “Why should I pay you 1000 drams in case when you receive a salary for that. In addition Valery is a freedom-fighter, you should not take money from him. She saw that I was already angry and said, ‘I am sorry’,” Seda Zeynalyan said.

Seda Zeynalyan informed that she had asked clients, and learned that the employee had demanded money from them as well.

Notably, Seda Zeynalyan and her husband live only at the expense of Seda Zeynalyan’s pension and allowance, and have no other income. “I get a 21,000 dram pension and 18,000 drams a month as allowance, and my husband does not get anything, he is disabled, he is contused. Currently the military hospital has sent him for examination. Let’s see what will happen.”

Seda Zeynalyan also mentions that she had a conversation with the head of one of the medical units.  The police officer approached them as a result of the noise raised and asked to ensure that the citizen’s documents were properly handed over.

Now Seda Zeynalyan demands to dismiss from work two of the center’s employees, Sona and Ani.

Iravaban.net contacted Lusine Kocharyan, the Director of the National Tuberculosis Center, who was surprised to hear such story. “How can such a thing happen, I am surprised? I’ll find out right now.”

The director stated that none of the patients approached her and or tell anything about the incident. “My door is open to everyone. I have warned several times that both medical staff and patients can come to me any time and with any question, but I do not have such an alarm.”

According to her, the list of paid services of the center is confirmed by her order and they are exclusively related to medical services and not to the provision of documents.
