One of the items on the agenda tomorrow’s Government Session is the issue of approving the concept of the new Criminal Code. The RA Minister Hovhannes Manukyan will introduce the concept of the new code to the Government members.
The concept states that so far about a hundred amendments and additions to the Criminal Code have been made.
“Moreover, this process is still ongoing. It should be noted however, that in many cases, the changes did not improve the situation; on the contrary, they increased the existing contradictions and shortcomings. Some changes have been made impulsive, under the influence of a particular case, without taking into account the overall logic of the Code. Others lack the criminological basis or contradict to the current trends in the theory of criminal law. A considerable portion of changes and amendments made in the Criminal Code are distinguished with linguistic inaccuracies, and as a result the due application of the norm becomes impossible. But the most important thing is that these changes are ineffective,” states Paragraph 1.3 of the Concept.
