Gevorg Kostanyan’s Statement about Corruption in the Prosecution System

Neutralization of corruption and the irresponsible work is one of the most important directions of the Prosecution Office activities. Gevorg Kostanya, the RA prosecutor General, said this during presentation of the information on the activities of Prosecution Office in 2014.

“A great amount of work was carried out in the prosecution system aimed at fight against corruption and elimination of non-professionalism during the past year,” the Prosecutor General mentioned and added, “More than half of the prosecutorial corps have been changed and the system is replenished by young cadres. Corruption and lack of professionalism cannot exists in the prosecution system, because to my deep conviction, a non-professional and corrupted prosecutor is an evil, his every decision or activity may distort or mutilate human destinies.” Gevorg Kostannyan informed that 8 persons were called to criminal responsibility for the corrupt behavior and demanding bribes from the citizens, telling them that the sum will be given to the prosecutors. Notably 5 of these persons were investigators. The prosecutor general also informed that based on the received information criminal cases were initiated against two prosecutors and currently those cases were in the investigation phase. All the mentioned case were initiated based on the reports and coordinated operational intelligence activities of the police.

Gevorg Kostanyan emphasized the uncompromising approach of the prosecution towards any occurrence of bribery and corruption within the system.

The Prosecutor General also referred to, in his words, some the criticism referring to the fact that some experienced prosecutors appeared out of the system, and the prosecution was replenished by young and inexperienced staff. Mr. Kostanyan mentioned that the criticism was baseless, as experienced prosecutors have stayed in the prosecution system, some have changed the profession and some had retired. He also mentioned that his main purpose was to promote development of the jurisprudence in the system and to avoid the fact that the professionals are performing technical work.
