Message – I have received information from different sources that Armenians are being tortured not only in Constantinople, but also in different provinces. The number of Armenians killed in the empire is up to 200000, and if this condition continues the same way, the nation will be fully exterminated.
THE MESSAGE OF THE DEPARTMENT ABOUT ARMENIAN SLAUGHTERS

The number of Armenians who died, disappeared, or were obliged to accept Muslim religion, and were kidnapped during the mass displacement in Armenian and Asian provinces, is more than 500000.
Arrests in Constantinople are quite spread, and the arrested people are moved from capitals without receiving any guarantee of their existence. They are the salesmen who were born in provinces, but were installed in Constantinople for a long time. A few Armenians managed to get the approval of the leaving the Ottoman territory, paying the Turkish and even German officials great sums which very often exceeded 100000 francs.
The whole Armenian population of Turkey was eventually condemned to death, and the decision came into action in the empire by the German method. Neither Germany nor Austria made an attempt to stop their ally: their ambassadors limited with making up memorandums in Constantinople that they had not made any step and that they will present a piece of document on the day of finding out the counts for justifying themselves. The consuls of the two countries mention in provinces that “it is a question of the internal policy of Turkey”. Moreover, the German officers are the supposed owners of Turkish high class in the whole territory of the empire, and they accepted the methods used by civil and military powers. They could not argue the method of job of gendarmes and the hangman.

According to the stories of trustful witnesses, the slaughters are more terrible than those of 1894-1895, and the year 1915 has covered Armenia with blood. In 1915 one million of these unfortunate people were killed by the order of the former graduate of the Berlin academy Enver Pasha and with the help of German officers and consuls.
The minister of Foreign Affairs of the House and the Committee Mr. Aharonyan informed about the new attempt of the extermination of a whole nation. The tragic story of this famous Armenian was confirmed by reports of American and Swiss missioners, consuls which were included in the last book of Lord Brays.
No one could stay indifferent towards the death of these people who faced extermination. In spite of the present disasters, and according to the noble and special tradition of our country, France once again will protest against those horrible crimes.
