2767 convicted and 1113 arrested Persons were kept during 2014

Chaired by the Prime-Minister Hovik Abrahamyan, the Government discussed the RA Ministry of Justice report on key activities and priority tasks in 2014 in compliance with the Government’s Action Plan, as well as the Ministry’s estimated performance report. The report also referred to the activities that are planned for the penal system this year, The Press Service of the RA Government reports.

Head of the RA MJ Penal Department Artur Osikyan mentioned that 2767 convicted and 1113 arrested persons were kept in the 11 penitentiaries of the Republic during 2014. In order to solve the problem of overload of  the penitentiaries the first building of ”Armavir” penitentiary intended for 400 convicted, was put into operation in November 2014. Untill the end of 2015 the section including two buildings designed for 800 convicted will be put into operation. It will provide opportunity to solve the  problem of overload in all the penitentiaries.

In order to solve infrastructural problems of the penal system, appropriate work for improvement of the living conditions. current restoration and unobstructed exploitation of the penitentiaries was done.

Artur Osikyan reported that appropriate work was performed in the penitentiaries for the implementation of the electronic systems. Particularly the system of electronic deliveries was installed. It will reduce the corruption risks, the contact between convicted and penal servant. Opportunity of passing the forbidden things into the penitentiary will also be reduced.

In the framework of measures directed towards the improvement of quality of medical help and service offered to the arrested and convicted, continious measures were conducted for prevention of HIV/AIDS and tuberculosis. The RA MJ together with the Yerevan office of the Europe Council will implement activities aimed at the improvement of logistics of medical subdivisions of penal service. In the same time as a result of agreement with the RA MH  every quater ”Humanitarian Assistance Center” SNCO provides free medicines to the penel department.

Work directed to the reduction of the energy expenses of the penitentiaries was conducted as well. The project will be implemented in cooperation with the Armenia Renewable Resourcesand Energy Efficiecy Fund. A series of cultural events were implemented in all penitentiaries.

The Prime-Minister Abrahamyan attached importance to the continual reforms in the system directed towards the reduction of the corruption risks, solution of the overload of  penitentiaries, improvement of the social conditions of the convicts, ensuring the quality of food and solution of  current issues. ”Everything must be done to solve the problems of the convicts, improvement of the conditions excisting in the penitentiaries and reduction of corruption risks in the system. In this regard I highly appreciate the input of the probation service. This reform will be in our consistent spotlight. I hope that 2015 will be a yaer of achievements,” said the Prime-Minister.
