Anti-Corruption Council has a Formal Nature: Artur Sakunts

The Government created Anti-Corruption Council cannot act effectively. Said Artur Sakunts, Head of Helsinki Citizens’ Assembly Vanadzor Office in the interview with Iravaban.net. According to him, both, the weak authorities and the composition of this structure are concerning. As it is known, the Council will be headed by Prime Minister Hovik Abrahamyan, The Finance Minister Gagik Khachatryan, The RA Prosecutor General Gevorg Kostanyan as well as representatives of CSOs shall be members of the Council.

“It’s a meaningless structure, which is assembled of corrupt persons, and which will try to formally show that they fight. But it has no chance to fight, as it cannot fight against itself. They could have fought against it without that if they wanted,” Artur Sakunts said.

According to him, the structure must be independent and provided broad authorities to issue directives, take decision, control, request reports from the state bodies and officials, etc. As well as has the obligation to inform the public on its activities on a regular basis.

Armen Danielyan, President of “Civil Society Institute” NGO said to Iravaban.net that efficient activities of the structure are related to the will of its members. “If there is a will to fight against the corruption, and all the interested parties have come together, then it will function effectively. If there is no will, no Council will help in this issue, whatever structure is formed it will not be effective.”
