On 13October, 2013 Vanadzor Police department received an alarm from the medical center informing that an underage Davit H. was hospitalized as a result of the bodily injuries on the chest committed with a cutting-piercing tool, who later without recovering consciousness died. The police launched a criminal proceeding with regard to this case and as a result of the operational-search and investigation activities a citizen Karen K. was arrested on suspicion of the murder. Accusations were brought against him in accordance with Articles 34-104 of the Criminal Code of the Republic of Armenia and an arrest was determined in his regard. Karen K. was taken to “Vanadzor” Criminal-Executive Institution of the Ministry of Justice of the Republic of Armenia.
The prisoner Karen K. reported in the Special Investigation Service that after being taken into custody on suspicion of the murder in Vanadzor Department of Lori Regional Administration of the Police of the Republic of Armenia, the employees conducting a special state service beat him by compelled him to admit that he had committed the murder.
Karen K. informed that according to his information the murder attempt had been committed by another person, whose father was on good terms with the officials conducting a state service of Lori region thanks to the post held by him. But the above employees accused him of committing the crime for the purpose of deferring the real murderer from a criminal liability.
In addition, according to the report of Karen K. the above employees conducting a state service compelled him to sign beneath the blank form, but he refused. As a result the latter kept on beating him.
A criminal case has been launched as per the report of the prisoner Karen K., based on the materials prepared in the Special Investigation Service of the Republic of Armenia in accordance with Part 2 of Article 309 of the Criminal Code of the Republic of Armenia.
A preliminary investigation is in process.
