A person is not subject to administrative liability, which permitted an act provided by this code or any other normative act imposing liability for administrative violation however acted under extreme necessity situation, that is acted to eliminate such threat, which threatened the state and public order, social property, the rights and freedoms of the citizens and the provided order of governance.

The Republic of Armenia Code on Administrative Offense provides if the treat under such situation could not be eliminated by other means and if the damage is less important that the possible threat that was prevented.
