According to the Initial Draft Concept of the Constitutional Reforms the President of the Republic of Armenia is elected by the National Assembly for the term of 7 years without the right to re-election, from the non-partisan candidates who have the right to vote.
The President of the republic who has been elected through such procedure will have the opportunity to completely assume all the functions that are characteristic to the non partisan President.
His main mission will be the observance of Constitution, effective application of counterweighing and curbing authorities, which is possible only in the case when he has no direct involvement in current political issues, is above the political parties, impartial and in the first place performs the role of mediator and conciliator, having the important mission to insure the dynamic balance of the country’s development. This may be the best guarantee to ensure the system stability.
