JACES is the Most Vulnerable Sphere: Syunik Anti-Corruption Center

Armenia is in the sixth place in the world for the easiness to register a company to start a business. However, a great number of problems still exist in the sphere. Mr. Aram Orbelyan, RA Deputy Minister of Justice said at the meeting organized by Syunik Anti-Corruption Center operated by the Armenian Young Lawyers Association.

He introduced the reforms made in the activities of the Notary sphere, the Civil Statutes Registration bodies, the JACES, penitentiary service and the State Register.

According to the Deputy Minister of Justice, such events provide opportunity to raise the issues of concern of the public and to conduct activities aimed to their solution.

“When something is reformed, changed or a process is initiated without the so called information received “from the front line,” possibly something, which is of minor demand may be reformed, whereas the issues that need urgent reforms may remain for the future,” Aram Orbelyan said.

“Our main objective is to reveal the problems and then implement reforms aimed at elimination of these problems,” Mr. Karen Zadoyan, Head of Armenia Against Corruption” Movement operated by the Armenian Young Lawyers Association said.

Notary officers, lawyers and advocates as well as representatives of human rights organizations from Syunik marz and state bodies attended the meeting.

Mr. Arshavir Khalapyan, Coordinator of Syunik Anti-Corruption Center introduced the problems that the ACC had registered. No substantive complaints were received referring to Civil Statutes Registration bodies. No such complaints were received referring the penitentiaries. Problems had occurred in the Notary sphere; however the activity of the Compulsory Enforcement Service was the most troublesome.

“The JACES sphere is the most vulnerable. We even had cases in our practice, where the judicial act that had entered into legal force was impossible to perform. The writ of execution was in place; the enforcement procedure was initiated; however we were forced to report to the prosecutor’s office, and only after that it was possible to restore the citizen’s rights substantially,” Arshavir Khalapyan said.

The Deputy Justice Minister responded to the issues raised at the meeting: some of these issues currently are in the phase of solution. Solutions for the remaining ones will be found as a result of consistency.
