The Government adopted a decision to take the forcibly displaced persons from Nagorno Karabakh under temporary protection, to approve the description of the identity document of the refugee who received temporary protection and the procedure for its issuance.

It is noted that, taking into account that hundreds of thousands of ethnic Armenian residents of Nagorno Karabakh have appeared in the territory of the Republic of Armenia and considering the urgent need to protect their rights and interests, it is proposed:

To taken under temporary protection and recognized as a refugees:

1) Persons registered in the population register of Nagorno Karabakh,

2) Persons residing in the territory of the Republic of Armenia or outside the Republic of Armenia, whose last registered address was Nagorno Karabakh,

3) Those persons who were not registered in the population register of Nagorno Karabakh, but lived in Nagorno Karabakh and were registered by the Service after being forcibly displaced as a result of the military operations unleashed by Azerbaijan against Nagorno Karabakh on 19 September, 2023.

The draft also proposes to approve the description of the identity document of the refugee granted temporary protection and the procedure for issuing the document.

Minister of Justice Grigor Minasyan noted that as a result of the adoption of the draft, an opportunity will be created to take a certain large group of people forcibly displaced from Nagorno Karabakh under temporary protection, in order to protect their rights and legal interests, and those who will be recognized as refugees according to the RA Law “On Refugees and Asylum”, shall obtain the same rights and duties of refugees as defined by the RA Law “On Refugees and Asylum”.
