The Prosecutor General’s Office received 22 reports on alleged election violations

The Working Group operating in the Prosecutor General’s Office summarized the study of alerts, reports, and media publications identified through monitoring on the day of the regular elections to the Yerevan City Council of Elders, on 17 September, between 08:00 and 20:00 and the results of their processing.

During the specified period, in particular, a total of 22 reports and alarms received and subjected to preliminary study were processed, of which 7 were published in the press, 2 were posted on social networks, 4 were from an observation mission, and 4 from physical persons, 2 reports submitted by the Chairmen of the electoral precinct committee, and 3 reports submitted by a police officer.

Out of a total of 22 reports on alleged election violations, 13, which were abstract and general in nature, were sent to the RA Police for necessary verification actions.

Among them:

  • 6 refer to coercion to participate in the gathering,
  • 6 – to violation of the procedure for compiling voter lists, providing them to citizens or political parties, or publishing them,
  • 1 – to violation of the secrecy of vote.

Out of a total of 22 reports on alleged electoral offenses, 9 were sent to the competent units of the Investigative Committee and the Anti-Corruption Committee to decide whether to initiate criminal proceedings.

Among them:

  • 1 report referred to obstruction of campaigning. In connection with the mentioned report, regarding to the case of destroying or damaging the property, criminal proceedings were initiated under the Article 264 Part 1 of the Criminal Code.
  • 2 reports referred to voting more than once or on behalf of another person. Criminal proceedings were not initiated in connection with 1 of the mentioned reports.
  • 1 – to prevent propaganda. No proceedings were initiated in connection with this report.
  • 1 report was about violating the ban on charity.
  • 2 reports related to obstructing the exercise of electoral rights.
  • 1 report referred to obstructing the legal professional activity of a journalist.
  • 1 report related to other offense.

Thus, based on 3 of the received reports about the apparent crime, no record was made of initiating criminal proceedings, and based on 1 report, 1 criminal proceeding has already been initiated today.

A preliminary investigation is being carried out with the initiated criminal proceedings, the necessary information about the criminal acts that have become the subject of the investigation, the results of the investigations, the findings made by the law enforcement agencies and the criminal prosecutions will be provided later.

In the near future, the Prosecutor General’s Office will also present the results of the work done on the basis of reports and alarms received throughout the election process.
