20 April marks the 130th day of the siege of Artsakh.
On 20 April, President of the Republic of Artsakh National Assembly.Artur Tovmasyan said in an interview with “Artsakhpress” News Agency that the Council of Europe should demonstrate in practice that the values declared by it are above political and economic interests.
According to A.Tovmasyan, while all the leading international human rights defenders continue to sound the alarm and call for urgent steps to be taken to end the blockade of Artsakh, the Secretary General of the Council of Europe has stayed away from this human rights crisis, showing double standards and a selective approach to the performance of his official duties and the implementation of the organization’s mandate in general. The same applies to the President of the Parliamentary Assembly of the Council of Europe.
According to Iravaban.net , On 18 April, the State Minister of the Republic of Artsakh Gurgen Nersisyan convened a meeting with the participation of the leadership of the state authorized bodies dedicated to the socio-economic situation in the republic, supplies and sale of vital goods.
The heads of the authorized bodies presented the process and problems of the supply of goods to the population, as well as state measures aimed at alleviating social tensions caused by the blockade.
The main topic of discussion was the organization of humanitarian cargo transportation and distribution and sale of goods from Armenia to Artsakh.
“Despite the fact that small humanitarian shipments are carried out through Russian peacekeepers and the International Committee of the Red Cross, nevertheless, numerous problems arise with the supply of food, fuel, medicines and the organization of agricultural work. It is noteworthy that even the minimum food portion that is delivered to Artsakh with the help of humanitarian supplies does not have a stable course, in terms of quantity and timing, the process is not predictable, which, in turn, leads to additional complications.
Touching upon the public concern related to the supply and sale of goods, the State Minister stressed that he had instructed to collect all the main concerns that are revealed in the processes organized by the state during the blockade.
The State Minister instructed to immediately develop and implement additional mechanisms to correct the shortcomings identified by state bodies in the course of daily work, as well as to control those who committed violations.
Gurgen Nersisyan also stressed the need to quickly respond to calls and complaints submitted to hotlines and solve problems.
The State Minister gave a number of other instructions related both to the supply and sale of goods and to state assistance programs.
On 22 February, the court published the decision regarding the request submitted by Armenia and stated: “Since 12 December, the connection through the Lachin Corridor has been disrypted, the supply of food, medicine and other necessary goods to Nagorno Karabakh has been hindered, which can cause irreparable damage.
“The Court considers that it is necessary to apply a temporary measure and court records that Azerbaijan is obliged to take the measures that depend on it to ensure the uninterrupted movement of people and goods in both directions through the Lachin Corridor.”
It was noted that the court’s decision came into force from the moment of its publication.
However, the fact is that the road is still closed. The cases of violation of the ceasefire regime by Azerbaijan have increased; this is confirmed by the reports of the Ministry of Defense of the Russian Federation.
Due to the lack of international pressure on Azerbaijan, the Armenians of Artsakh are facing a humanitarian disaster. The appeals of the international community have been ignored by the leadership of Azerbaijan until now.
Fundamental human rights have been violated for 130 days, and international organizations and states are silent.
Due to the terrorist behavior of the Azerbaijani side, the villages of Shushi region are completely cut off from the capital of Artsakh and other settlements.
It should be noted that the Governing Board of the CSO Anti-Corruption Coalition of Armenia also made a statement. “This blockade, under the guise of environmentalism, pursues the realization of the corrupt ambitions of the despotic leadership of Azerbaijan to seize the most important assets of Artsakh’s economy.”
