On 11 February, 2023, a report was received from the Police of the RA Ministry of Internal Affairs to the First Investigative Department of Kentron and Nork-Marash administrative districts of Yerevan that on 10 February, around 11:30 p.m., a “Hummer” car approached the officers of the Patrol Service in Republic Square and the driver demanded money from the patrolmen to charge the car.
After receiving the refusal, showing clear disrespect towards the public, he drove the car through Abovyan Street, in the opposite direction of the traffic: he did not obey the “stop” signal of the police officers, and continued to drive the car along Aram, P. Byuzand, V. Sargsyan, Agantageghos, Tigran Mets and Amiryan streets, including the pedestrian area, intentionally damaging 8 civilian cars parked on the streets. Then he drove to the opposite side of the administrative building of the RA Government, on a non-traffic area, where, continuing to disobey the legal order of the patrol service, he ran over a patrol serviceman, intentionally damaged 3 patrol service cars.
In order to prevent these actions, the patrol officers shot several times at the tires of the above-mentioned car from a close range with their pistols, trying to stop it, but the driver continued driving, avoiding the patrols, left the car under the archway of 7 Agatanghegos building in Yerevan and turned to escape.
On 11 February, 2023, criminal proceedings were initiated in the investigative department under Article 297, Part 3, Article 452, Part 3 and Article 264, Part 2, Clause 5 of the RA Criminal Code.
During the preliminary investigation, during the examination of the scene of the incident in the above-mentioned streets, fired shells, the front registration plate of the “Hummer” car, and pieces of a damaged tire were found. At the same rime the “Hummer” brand car, as well as cars belonging to the patrol service and citizens, were inspected and moved to a specially protected area.
A number of officers of the patrol service were interrogated as witnesses and victims.
As a result of police operations, it was found that the “Hummer” car belongs to a resident of Ararat Marz, who was arrested on 11 February at 01:40 and presented to the body conducting the proceedings.
The investigation revealed that the “Hummer” car was driven by the latter’s son, G.S. who was allegedly under the influence of drugs. Being aware of his son’s drug addiction, the father hid the car keys from him, but the young man searched and found the spare car key, after which he came from the region to Yerevan by car and used drugs.
On 11 February, at 3:20 a.m., a resident of Ararat village of Ararat marz G.S., born in 1997 was arrested in Yerevan city on reasonable suspicion of hooliganism, interfering with the legal service activities of an official, intentional damage to property, and possession of drugs, and was presented to the authority implementing the proceedings.
During the personal search, a mass similar to the crystalline drug “Methamphetamine” was found wrapped in paper with a total weight of 1.9 grams.
G.S. gave a self-confessed testimony. A number of examinations have been scheduled.
The investigation is ongoing.
Note: A person that is suspected or accused of an alleged crime is considered innocent until his/her guilt is proved by a court judgment that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
