The European Court decided, on the basis of Rule 39 of the Rules of Court, to oblige Azerbaijan to take all necessary and sufficient measures to ensure the movement of seriously ill persons who need medical care in Armenia through the “Lachin Corridor”, as well as the safe movement of people left homeless on the road or in need of livelihood.  The Facebook page of the representative of the Republic of Armenia on International Legal Affairs reported.

On 21 December, the European Court examined the request of the Armenian government to apply interim measures against Azerbaijan, noting that at the moment the issue of Azerbaijan’s control over the “Lachin Corridor” is controversial, as well as taking into account the obligations assumed by Azerbaijan under point 6 of the trilateral statement of 9 November, 2020, in particular, “to guarantee the safety of movement of persons, vehicles and cargo moving through the Lachin Corridor in both directions”, and recalling the obligations assumed by the European Convention, the European Court decided, on the basis of Rule 39 of the Rules of Court, to oblige Azerbaijan to take all necessary and sufficient measures to ensure the movement of seriously ill persons who need medical care in Armenia through the “Lachin Corridor”, as well as the safe movement of people left homeless on the road or in need of livelihood.

At the same time, the European Court has decided to prioritize  complaint No. 4 submitted by Armenia, according to Rule 41 of the Rules of Court.

Let’s note that on 15, 16, 20 and 21 December of this year, Armenia submitted a request to apply an interim measure and additional information to the European Court, asking for an interim measure to be applied to Azerbaijan in order to eliminate the violations of the rights of the civil population’s as a result of the blocking of the road passing through the “Lachin Corridor”.
