Prime Minister Nikol Pashinyan chaired a session of the Security Council with the participation of President of the Republic Vahagn Khachaturyan and the President of the National Assembly Alen Simonyan in addition to the Security Council members.
Further steps aimed at counteracting the aggressive actions by Azerbaijan against the sovereign territory of Armenia that started at midnight were discussed at the meeting.
A decision was made to officially apply to the Russian Federation for the implementation of the provisions of the Treaty of Friendship, Cooperation and Mutual Assistance, to the Collective Security Treaty Organization and the UN Security Council regarding the aggression against the sovereign territory of the Republic of Armenia.
On 13 September, around 00:05, units of the Azerbaijani armed forces, using artillery, mortars and anti-aircraft fire, opened intense fire at the Armenian positions located in several parts of the Armenian-Azerbaijani border at once. In particular, the positions located in the direction of Sotk, Vardenis, Goris, Kapan, Artanish and Ishkhanasar were shelled. Civilian infrastructures are also being attacked.

The claims of the Ministry of Defense of Azerbaijan that the shelling was started by the Armenian side are completely false. Moreover, the military-political leadership of Azerbaijan was preparing an obvious information base for this provocation in recent days, which was evidenced by the misinformation published on a daily basis, allegedly regarding the shelling from the Armenian side. As in all those cases, in the case of the last large-scale provocation, it was also initiated by the armed forces of Azerbaijan.
