What the Azerbaijani authorities are doing to Artsakh is a deliberate policy. This is stated in the statement of the former RA Ombudsman Arman Tatoyan.

1. Since March 8, they have intentionally damaged the gas pipeline, obstructing repairs.
2. More than 100,000 peaceful people, hospitals, schools, kindergartens, children and elderly have been deliberately deprived of gas, heating and hot water [while it is -5 outside], leading to humanitarian disaster and mass human rights violations.
3. They shoot at Khramort, Karmir Shuka and other villages, target people and their houses, schools; they fire with both small and large caliber weapons and open targeted fire.
4. Heavy military equipment, including tanks, were installed near Artsakh villages. They do so demonstratively.
5. From the positions of their Armed Forces, they threaten the peaceful population in the Armenian language with force from loudspeakers to leave their homeland and native villages.
6. All these are not separate actions, but are integral parts of a single policy, parts of a single chain; a policy of hatred towards Armenians and enmity based on ethnic and religious pillars.

How else do the genocidal policy and ethnic cleansing take place? Typical internationally punishable criminal behavior.
