The Human Rights Defenders of Armenia and Artsakh have published a Joint Ad Hoc Public Report on the Facts of Factious Peacebuilding in Azerbaijan

We, the Human Rights Defenders of Armenia and Artsakh, publish an Ad Hoc Public Report in English on the facts of false peacebuilding in Azerbaijan as a long-standing threats to human rights.

The Human Rights Defender Arman Tatoyan reported.

This report states that an honest, trust-based dialogue is needed for the protection of human rights in conflicts, for real peace. This dialogue is first and foremost necessary between societies as a long-standing guarantee of peace, so that states do not make political directives or artificial interventions.

The path to true peace presupposes that political factors cannot influence the protection of human rights.

The main factor is that the unrecognized state or the political status of any territory cannot be an obstacle to the protection of the rights of the people living there.
This report, presenting various peacebuilding initiatives related to Artsakh since the 1990s, referred to the Baku-Tbilisi platforms for 2016-2017, which were initiated by the Azerbaijani side immediately after the April war accompanied by Azerbaijani atrocities. These initiatives were declared as independent civil society initiatives, while they were organized and directed by the Azerbaijani government and, in particular, the special services.
