“Their activity has recently increased sharply.

Moreover, they continue to build new roads, increase the number of servicemen and armaments in the positions. They are constantly carrying out active engineering work on position reinforcement.

We are talking about the illegal deployment of Azerbaijan and criminal acts in the sovereign territory of the Republic of Armenia.

They are physically present in the very lands that belong to the citizens of the Republic of Armenia with the rights established by legal documents.

These data were confirmed by the staff of the RA Human Rights Defender, including the Gegharkunik regional subdivision, with reliable evidence and verified data from several sources.

These are the Azerbaijani positions from where the Azerbaijani servicemen commit terrorist crimes against the RA civilian population. They regularly fire on Verin Shorzha, Sotk, Kut and other villages of Gegharkunik, and in particular on civilian houses, and set fire to the pastures and grasslands of civilians. The presence of the Azerbaijani armed forces in the vicinity of the villages of the Republic of Armenia and in the sovereign territory of the Republic of Armenia is of an openly criminal nature, it in itself violates the rights of the villagers to life and to live safely, property and family income as well as other vital right. Their presence disrupts the peaceful life of the people.

Therefore, the process of creating a demilitarized security zone around the borders of the Republic of Armenia, the immediate removal of Azerbaijani servicemen from the vicinity of the villages of the Republic of Armenia, and the roads between the communities must begin immediately.

This proposal of the RA Human Rights Defender is included in a specific international document, the 2021 resolution of the Parliamentary Assembly of the Council of Europe (PACE). Resolution No. 2391 (2021) of 27 September. The Human Rights Defender will also send relevant reports on this to international organizations, state bodies of the Republic of Armenia, and civil society organizations.

It is obvious that the basis of Azerbaijani criminal acts, gross violations of human rights, and their source of nourishment is one: the policy of anti-Armenianism and hostility of the Azerbaijani authorities, ethnic cleansing and genocide,” the statement reads.
