In case when the violation оf road traffic rules has been video or photo recorded, the owner of the transportation mean shall be liable for the administrative offense; if the transportation mean is owned by an incorporated person, the person who is in charge for the vehicle shall be liable for the administrative offense if they fail to prove that the offender was another person.
