Prime Minister Nikol Pashinyan made a statement, which says ․

Pursuant to the relevant provisions of the Constitution and the “RA Law on Military Service and the Status of Servicemen”, on 7 April, 2021, the Prime Minister submitted a proposal to the President of the Republic to appoint Arshak Karapetyan First Deputy Chief of the General Staff of the RA Armed Forces, attaching a draft decree.

Taking into account the fact that according to Article 139, Part 2 of the Constitution, and Article 35.1, Part 2 of the “RA Law on Military Service and the Status of Servicemen”, the President of the Republic did not sign the draft submitted by the Prime Minister within the time-frame set forth in in the mentioned articles, and did not return it to the Prime Minister with objections; based on Article 139, Part 3 of the Constitution: Arshak Karapetyan is by virtue of law appointed to the position of the First Deputy Chief of the General Staff of the RA Armed Forces from 13 April, 2021,  ”

It should be reminded that by Prime Minister Nikol Pashinyan’s 6 April decision, Arshak Karapetyan was relieved of the post of Advisor to the Prime Minister of the Republic of Armenia.

As we have already informed, the judge of the RA Administrative Court Daniel Danielyan rejected the motion to apply a security measure in the case of the former First Deputy Chief of the General Staff of the RA Armed Forces Tiran Khachatryan.

On 30 March, the Administrative Court accepted Tiran Khachatryan’s lawsuit against the Minister of Defense  and General Staff of the Armed Forces, by whose orders Tiran Khachatryan was removed from the staff list of the Armed Forces and dismissed from the post of First Deputy Chief of General Staff.

Khachatryan’s representative Varuzhan Avetikyan noted that RA National Hero, Lieutenant General Tiran Khachatryan is currently the First Deputy Chief of the RA Armed Forces General Staff.
