The “Citizen’s Decision” SDP executive body has issued a statement, which says:

The Human Rights Defender of the Artsakh Republic stated in his 17 November statement that on 11 November, citizens of the Artsakh Republic disappeared from the Goris-Shushi highway, who, as it turned out later, were captured by Azerbaijani forces.

By capturing civilians, Azerbaijan violated the political agreement on a ceasefire the very next day. The agreement in the statement provided guarantees for the safe movement of civilians and goods.

The day after reaching an agreement, such outrageous violations of it become a valid reason to demand that the implementation of the points on territorial concessions by the Armenian side be suspended until the issue is returned to the OSCE MG format and final guarantees are approved in that format.”
