Artsakh President Arayik Harutyunyan reports:

“Dear compatriots!

Pursuant to Article 93, Clause 4, Article 94, Part 3 of the Constitution of the Artsakh Republic, I signed a decree, according to which Lieutenant-General Jalal Anatoly Harutyunyan was relieved of the post of NKR Minister of Defense – Commander of the Defense Army.

By another decree, Major-General Mikael Alberti Arzumanyan was appointed Minister of Defense of the Artsakh Republic – Commander of the Defense Army, conferring on him the military rank of Lieutenant General.

The decision to release Jalal Harutyunyan is imperative at the moment, due to the wound he received in the military position these days, it should not be a reason for comments.

I wish Jalal Anatoly a speedy recovery and I am sure that he will return to serve his homeland very soon.

I am sure that Mikael Arzumanyan realizes the degree of responsibility in his new position, and will spare no effort and energy to justify that trust.”
