Monitoring of the National Strategy for the Protection of Human Rights and its Implementation Action Plan has been completed

The monitoring of the National Strategy for the Protection of Human Rights and its Implementation Action Plan under the “Promoting of Straight Democracy for Strengthening Human Rights in Armenia” project has been completed. The results of the monitoring were summarized in the monitoring report, which is currently submitted to the competent authorities for comments and recommendations and will be finalized after receiving the response. It is expected that the results of the survey will be used by the relevant government agencies for making informed decisions, as well as by the CSO sector as a tool to monitor the progress of the Action Plan, which will enable a more effective assessment of the extent to which the strategy goals and objectives have been achieved.

In the first phase of the “Promoting of Straight Democracy for Strengthening Human Rights in Armenia” project, four online seminars and public discussions aimed at the presentation of the project and the discussion of the National Strategy for the Protection of Human Rights and the Action Plan for 2020-2022 Deriving from it. The seminar-public discussions included the main stakeholders of the three regions of Armenia: Lori, Shirak and Syunik marzes and the capital Yerevan, CSO and sectoral representatives and the parties responsible for the implementation of the Action Plan. During the seminar-public discussions, the main methodological approaches, which were the basis for the monitoring of the Action Plan, were presented as well. Within the framework of the monitoring, the approach of combining methods was used, combining qualitative and quantitative data. The field work was carried out in July-August 2020. Data were collected from primary and secondary sources.

Within the framework of the research, information inquiries were sent to 11 responsible departments, and response results were received from 10. Focus group discussions, interviews with key informants were conducted with representatives of relevant government agencies and other stakeholders. A total of 3 focus group discussions were held, one of which was with representatives of government agencies, 2 with the Human Rights Defenders’ staff, the Chamber of Advocates, the Public Defender’s Office, CSO representatives, and public defenders, including CSOs from Yerevan and from the regions. 3 in-depth interviews/small group discussions were conducted with representatives of the RA Ministry of Territorial Administration and Infrastructure (MTAI), the Ministry of Defense and the Police.
