The information about the involvement of foreign militants and mercenaries by Azerbaijan in the aggression against the Artsakh Republic is connected with various terrorist and extremist organizations. According to numerous sources, including those obtained from various independent sources, Turkey has recruited several thousand foreign militants and mercenaries in the Middle East and transferred them to Azerbaijan for direct participation in hostilities against the Artsakh Republic and the Republic of Armenia. Some of them have already managed to identify themselves and suffered losses in the battles against the Artsakh Defense Army.
The methods used by Azerbaijan և Turkey, which are typical of the exciled states, pose a serious threat not only to the Artsakh Republic, the Republic of Armenia, but to all the countries of the region, and the international world in general. We consider it appropriate to remind again that Azerbaijan in 1991-1994. During the war he also turned to foreign mercenaries for help. However, this step did not help Azerbaijan avoid a military defeat. The involvement of foreign militants and mercenaries in the conflict zone has been a major factor in turning Azerbaijan into a transit country for drug trafficking to Russia and other European countries in the mid and late-1990s, as well as a transfer point for terrorists, where their terrorist activities were organized and subsidized.
In this regard, it should be noted that the use, recruitment, financing, defense and training of foreign militants – mercenaries – is prohibited by many international legal norms, which are mandatory, including for Azerbaijan and Turkey. Moreover, recognizing the importance of a collective fight against the activities of foreign militants and mercenaries, the international community obliges states to prevent or stop such practices.
Ignoring the basic rules of international coexistence, deliberately systematically violating their commitments, pursuing a criminal line in their foreign policy, Azerbaijan and Turkey not only openly oppose the whole world community, but also directly threaten its security.
We reiterate that in the current situation, when not only the calls by the international community for peace are rejected, but also severely criticized by the political leadership of Turkey and Azerbaijan, the shortest way to restore peace and stability in the region is the international recognition of the Artsakh Republic.
