On 14 July, a meeting of the CSTO Permanent Council was held, during which Victor Biyagov, Permanent and Plenipotentiary Representative of the Republic of Armenia to the Organization, delivered a speech.
The latter referred in detail to the escalation of the situation due to the Azerbaijani aggression in the northeastern direction of the Armenian-Azerbaijani border on 12 July, the targeting of the civil infrastructure and population by Azerbaijan. The Permanent Representative of the Republic of Armenia noted that the Azerbaijani Armed Forces are shelling the civilian infrastructure of the Armenian settlements of Chinari and Aygepar, as a result of which the civilian facilities were damaged. “According to the information, during the last hours the drones have bombarded the civilian infrastructure of Berd city.”
“All responsibility for the escalation of the situation in the CSTO responsibility zone lies with the military-political leadership of Azerbaijan. This was stated at a meeting of the CSTO Permanent Council by Victor Biyagov, Permanent and Plenipotentiary Representative of the Republic of Armenia to the Organization.
“Recently, the Azerbaijani side, contrary to calls by the OSCE Minsk Group co-chairs to refrain from provocative actions, hostile rhetoric and to strengthen the ceasefire, contrary to the call of the UN Secretary General for a global ceasefire, supported by CSTO member states, continues to threaten the use of force and military “escalating, bringing them to life. All responsibility for the escalation of the situation in the CSTO responsibility zone lies with the military-political leadership of Azerbaijan,” Biyagov said.
The representative of Armenia spoke in detail about the aggravation of the situation in the north-eastern direction of the Armenian-Azerbaijani border that arose as a result of the Azerbaijani aggression from July 12, reporting on the targeted shelling by Azerbaijan of civilian infrastructure and civilians. Biyagov emphasized that the Armed Forces of Azerbaijan are shelling the civilian infrastructure of the Armenian settlements of Chinari and Aygepar, as a result of which damage was caused to civilian objects.
According to the latest information, civilian infrastructure of the city of Byrd has been fired upon by unmanned aerial vehicles in recent hours, he said.
In the context of issues related to the need to maintain regional security and stability, the representative of Armenia drew the attention of the CSTO member countries to a statement by the Turkish Ministry of Foreign Affairs, noting that Armenia strongly condemns Turkey’s attempts to provoke instability in our region.
“The current situation is a matter of serious concern and attention for the entire Organization and each of its members, since there is an attempt to direct aggression against one of its members in the area of responsibility of the Organization. We call on our allies to demonstrate solidarity and mutual support in accordance with the spirit and letter of the Charter of the Organization “This unprecedented situation is becoming an important test for each of us and for the Organization as a whole,” he emphasized.
The Permanent Mission of the Republic of Armenia will continue to work within the framework of the CSTO on the current situation.
