We are deeply saddened to announce that on 21 April, the RA state and political figure, diplomat, lecturer and scientist, our dear colleague Rouben Shougarian passed away prematurely.

Mr. Shougarian made a great contribution to the establishment of the system of the RA Diplomatic Service. During the diplomat’s many years of activity, with his high professionalism, dedication and human qualities, he was able to best represent the national interests of Armenia and advance the foreign policy priorities of the Republic of Armenia. The result has been the development of bilateral relations with the United States and a number of European countries and in a number of other areas.
We extend our deepest condolences to Mr. Shougarian’s family members, relatives and all those who mourn his loss. The image of his bright human and brilliant diplomat will always shine brightly in our memories.
Rouben Shougarian’s biography
Born on 19 October, 1962, in Moscow.
1980-1985 – studied at Yerevan’s V. Ya. Brusov Institute of Foreign Languages,
1985-1989 – the Faculty of Philosophy of Yerevan State University.
He received a degree in Candidate of Sciences (World History and International Relations) from the Institute of Oriental Studies of the Armenian Academy of Sciences.
1985-1990 – lectured at Yerevan Polytechnic University,
1990-1991 – worked as a senior expert-consultant to the Committee on Foreign Affairs of the Supreme Council of the Armenian SSR.
1991-1993 – Spokesman for the President of the Republic of Armenia and Assistant for Foreign Relations.
1993-1999 – Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia to the United States of America.
1999-2005 – Deputy Minister of Foreign Affairs of the Republic of Armenia.
2005-2008 – Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia Italy, Spain and Portugal.
Since 2008 he has been teaching at the Fletcher School of Law and Diplomacy at Tufts University as a visiting professor and scientist.
