Humanity is challenged with the world pandemics, and every state strives to bring all possible and necessary measures to prevent the spread of the epidemic within the shortest possible time and save many lives. The presidential administration reports.

The temporary restriction of the individual fundamental freedoms and rights enshrined in the Constitution in a state of emergency is inevitable. It stems from both the public interest and the need for the highest human right of all – the protection of human life and health.

The Government of the Republic of Armenia has taken the necessary measures and is responsible for their lawful implementation, relying on the wisdom of each of us.

In this difficult situation, it is important for us all to unite, to support our respective bodies. The Government is obliged to show exceptional consistency in order to enforce the restrictions envisaged, without causing undue interference with the human rights and freedoms enshrined in the Constitution.

The President of the Republic of Armenia has signed the Laws on Making Additions to the Law “On Legal Status of Emergency” adopted by the National Assembly and on Making Amendments to the Law on Electronic Communication.

Although the laws provide for significant restrictions on human rights, the President signed them, bearing in mind that these restrictions should be applied by the Government as an exceptional measure and only during a state of emergency.

Therefore, the main precondition for the application of the laws, and the sole aim should be the salvation of human life and the protection of public health.

Restrictions on the protection of personal data, individual and family privacy, freedom of communication and privacy should be exercised by the competent authorities solely for the purposes set out above and with all responsibility.
