Former RA Minister of Finance, former SRC Chairman Gagik Khachatryan has been transferred to a medical center. On 22 January, 2020, the medical concilium, with the involvement of top specialists, gave a clear instruction to treat Khachatryan in inpatient medical conditions. However, Khachatryan’s treatment was discontinued and he was immediately taken to the penitentiary. The attorneys’ group has sought to provide Khachatryan with adequate treatment, but this claim has not been met and rights have again been violated.
Khachatryan’s lawyer reports.
“The health problem was recorded on 22 January and the situation has not changed substantially. After numerous complaints and requests from us on this issue, noting that we even see an act containing crime features, even when the media reported this when we approached the Human Rights Defender, Khachatryan was transferred to a medical center, despite the fact that no changes have taken place in this regard.
The question arises: Why wasn’t my client taken to the medical center for so long, and why only after our alert about illegalities did the transfer take place,” said lawyer Yerem Sargsyan.
Earlier, Khachaturyan’s Attorneys’ Group had informed that the state law enforcement authorities in the case of Gagik Khachatryan violated Article 3 of the European Convention on Human Rights. According to the Group, the first obligation of the state should be to ensure the conditions of treatment, but the opposite process is taking place.
“That is to say, if a particular person is being investigated, this decision can be applied with this person. For others, such as Gagik Khachatryan, ‘no’; what approach is this? If I delve a little deeper, I can even point out the features of an apparent crime,” Yerem Sargsyan added.
Notably, Gagik Khachatryan was the RA Minister of Finance in 2014-2016. He is accused of organizing waste during official activities and has been detained for about 6 months. He does not accept the charges against them.
