The Corruption Prevention Commission reports that it has examined the last few sessions of the 2019 Council of the Elders of Yerevan, and in particular the special session held on 25 December, 2019, to observe adherence to the the principles of public servant’s behavior.
In this connection, the Commission notes that gross violations of the Code of Conduct were permitted during the sessions, in particular in particular the special session of the Council of the Elders of Yerevan held on 25 December, 2019, where numerous expressions and qualifications that were incompatible with the principles of courtesy and respect were voiced, grossly violating the requirement to respect the dignity of colleagues. In particular, during the session of the Council of the Elders phrases that insult and humiliate human dignity were voiced, such as: “political abaction”, “devoid of moral standards”, underlining the acronym, quotes the famous children’s joke, saying, “the man had put on the brown clothes”, “I’m not going to shake your dirty hand”, “You are very small person”, “you are nothing to ask a question to the council member” and so on. It is important to emphasize that the above statements have been used in an outrageously offensive manner and have violated not only the principles of public servant code of conduct, but also the generally accepted ethics of our society.
