Member of the National Assembly Lilit Makunts referred to the “Super Prime Minister System”.
“Due to the lack of time during my briefing today it was not possible to fully present my view on the “Super Prime Minister System”, I shall provide my additional comment here.
In my view, the “Super Prime Minister System” is when the prime minister alone takes over the public administration system with all its branches. When the local government is formed with clear instructions, when the parliament does not dare to decline any legislative initiative, when there is total control over almost all state institutions, limiting their constitutional right to truly act independently, even when the opposition was in many cases not formed by the will of people, but we know “how”.
The “Super Prime Minister System” is not an episode, it is not one or more laws to change and regulate everything. The “Super Prime Minister System” is a whole multi-layered, social-psychological, legal, system of values, in order to change which it is required thinking, values, and political will and, of course, legal tools on every day basis. A comprehensive, consistent approach is needed,” she said.
