On the basis of a combination of sufficient evidence obtained in the Special Investigation Service of the RA Criminal Investigation Department, Artur Tonoyan, Deputy Head of the RA Police Traffic Police, is charged with Article 195, Part 2, Article 195 of the RA Criminal Code, for the commission of the offenses set forth in Article 308, paragraph 1, that, by abusing his official authority, by restrictive action restricted competition between private companies capable of supplying vehicle registration plates to the RA Police, taking targeted action to prevent one of the companies from entering the RA market, thus securing the monopoly position of the second company in the RA market and contributing to the maintenance of discriminatory prices set by the State, resulting in Substantial damage.

On 21.11.2019, arrest was imposed on Arthur Tonoyan as a measure of restraint.
