On 19 September, 2019, the Penitentiary Service issued a negative report on the conditional release of life-sentenced convict Nairi Hunanyan. On 23 October, the Probation Service also issued a negative report.
Taking into account the fact that the reports submitted by the two services were negative, the administration of the penitentiary institution on 28 October, 2019 took a decision on not submitting to the court Hunanyan’s application on early release on parole or to replace the non served part of the punishment with a lighter sentence. It may be appealed to the Court of First Instance within ten days after the decision has been made.
Notification. In case of non-appeal of the decision of the penitentiary administration, the issue may be discussed again after one and a half years, if the convict submits an application no earlier than 40 days before the expiration of the term. In case of appealing the decision of the penitentiary administration, if the court rejects the conditional release from serving the sentence, the issue can be re-examined three years after the final judicial act enters into force, if the convict submits it no earlier than 40 days before the expiration of the term.
