Former Deputy Justice Minister Tigran Khachikyan was the Invited Lecturer at the Anti-Corruption School for Young Leaders

On 25 July the students of the Anti-Corruption School for Young Leaders hosted the lecturer Tigran Khachikyan the former Deputy Justice Minister.

The lecturer introduced the New Anti-Corruption Strategy and its Implementation Action Plan for 2019-2022.

According to Tigran Khachikyan, the strategy,  provides for the following as a task:

  • building and development of an institutional anti-corruption system;
  • overcoming administrative corruption, identifying sectoral corruption risks and reducing them through introducing electronic democratic tools and their continuous improvement;
  • the formation of a legitimate and decent image of the public servant, with the introduction of appropriate mechanism for ensuring accountability, transparency, integrity and good governance;
  • simplification and clarification of the legal regulation of different sectors, increasing the role of the regulatory impact assessment institute. ensuring clear boundaries for separation of business and politics, ensuring and guaranteeing free economic activity and free economic competition;
  • ensuring the implementation of the principle of inevitability of liability for corruption offenses, continuous improvement of the legislation, including through the definition of a list of corruption offenses by law;
  • the definition and introduction of the mechanisms for the recovery of illegally acquired property and the illegally withdrawn assets from Armenia, ensuring compliance with international standards, strengthening international cooperation;
  • formation intolerable attitude towards corruption through public education and awareness raising, including shaping of a demanding citizen through a change in attitude toward the whistleblowing institute;
  • as a result of an effective monitoring mechanism, increasing the effectiveness of anti-corruption efforts through up-to-date measures.

“The new facts have shown that the government demonstrates the necessary and sufficient political will to record significant results in the fight against corruption. Nonetheless, along with political will, the systematic implementation of the fight against corruption is highlighted. In this regard, one of the key pillars of success is the existence of an established anti-corruption institutional system. Today, I can state that there is no corruption in the upper circles, but the same cannot be said of the lower circles. I hope the developed strategy will have a great importance in the fight against corruption,” Tigran Khachikyan said.

 According to Tigran Khachikyan, the first task of creating an anti-corruption body(s) is to ensure the constitutional guarantees of independence and the constitutional status.

“The Armenian Lawyers’ Association” NGO is organizing the Anti-Corruption School for Young Leaders in cooperation with the Armenian CSO Anti-Corruption Coalition.
