Justice Ministry addresses Protesters

Taking into account the fact that the public comments made by the organizers of the rally on “Freedom of Assembly” are distorting the legislative regulations, the Ministry of Justice of the Republic of Armenia considers it necessary to clarify that:

  1. Even if the assembly is carried out without notification, but it is peaceful, the police shall be obliged to assist the gathering within its competence, but that does not mean that the participants and organizers of that gathering are exempt from the liability by law.
  2. Notwithstanding the fact that the assembly is carried out by informing or without informing as well as of the peaceful nature of an independent gathering, if the holding of the assembly limits the fundamental rights of others or the interests of the public (e.g. road blocking, free access to buildings or other premises Restrictions: Noise disturbing the rest of the people in the areas adjacent to residential buildings from 22.00 to 8.00 pm, holding the assembly at such distance from the residence of the President of the Republic, the National Assembly, North, which threatens their normal activities, etc.), the police can stop gathering. If the gathering is not voluntarily terminated within the timeframe set by the Police to stop the gathering, the Police have the right to disperse the assembly.

At the same time, we inform that according to the RA Criminal Code, calls for disobeying the lawful decision of the police representative to stop the rally bring criminal liability.
