At today’s Session the Government discussed draft related to calling to liability the high ranking officials for violations of procedures for submission of declarations.
The RA Minister of Justice Arpine Honhannisyan presented the draft.
The NA proposed to establish two groups of violations in the sphere of declaring the property and income and to separate administrative and criminal offenses:
1. offenses that refer to the submission of declarations
2. offences that refer to the content of declarations
The draft provides responsibility for failure to submit the declarations by the affiliated persons, where the official or the affiliated person would be called to administrative responsibility and in case of the presence of corresponding corpus delicti to criminal responsibility as well.
Vigen Sargsyan, Presidential Chief of Staff was against the draft. He said that until the Ethics Commission has not expanded the tools, those changes would not work.
Arpine Hovhannisyan clarified that they had foreseen the fact as well and the Draft should be approved the next year, so the issue should be solved as well.
After hearing the parties, the Prime Minister suggested to once again conduct a discussion with him, and then take a decision.
