AYLA Member, Advocate Mariam Zadoyan spoke about the principles of the whistleblowers protection for the students of the Anti-Corruption School for Young Leaders.
She spoke about the international practice and distinguished the shortcomings in our country which were revealed during the legislative and practical activities. The advocate thinks that there is insufficient legal protection in Armenia, and the legal norms on material and non-material compensation for damages are missing. In addition the social pressure has a key role. For example, when in such cases people are qualified differently, when it becomes known that they have provided information on the corruption occurrences to the law authorities.
Further, Mr. Karen Zadoyan, the Founding Member of the US Alumni Association of Armenia, AYLA President, Coordinator of the CSO’s Anti-Corruption Coalition Secretariat, spoke about the possibilities of application of the international best practices of fight against corruption in our country.
Mr. Zadoyan presented the methods of formation of the Independent Anti-Corruption Body, The necessity of formation of such body in Armenia and the current challenges. The students also mentioned the necessity of formation of the Independent Anti-Corruption Body and stressed that it is necessary to form an Independent Universal Professional Anti-Corruption Body for effective fight against corruption in Armenia. They highlighted the importance of the relevant law for the formation of such body.
The lecturer also noted the importance of localization of the international experience of the protection and promotion of the rights of persons providing information. The students agreed with this and emphasized the importance of existence of the corresponding law which would distinctly define the mechanisms of the promotion and guarantees for the protection of the rights of persons providing information.
The attendees discussed the issues of criminalization of illicit enrichment and localization of the modern experience of e-democracy as the effective mechanisms for combatting corruption.
At the end, they agreed to organize separate discussion on these topics in the future.
