Call upon the RA Government with regard to the Establishment of the Anti-Corruption Council

The Coalition of the Armenian NGOs with special consultative status at the UN Economic and Social Council, established on March 6, came up with a statement with regard to the recently established Anti-Corruption Council by the RA Government. The statement goes as follows:

The Coalition of the Armenian NGOs with special consultative status at the UN Economic and Social Council,
Referring to the UN Convention Against Corruption (UNCAC), the Article 6 of which envisages that each State Party shall, in accordance with the fundamental principles of its legal system, ensure the existence of a body or bodies, as appropriate, that prevent corruption. And as the 2nd provision of the same article clarifies, each State Party shall grant this body or bodies, as appropriate, the necessary independence, in accordance with the fundamental principles of its legal system, to enable the body or bodies to carry out its or their functions effectively and free from any undue influence.
Recalling the Jakarta Statement on Principles for Anti-Corruption Agencies (27 November 2012), which guarantees fundamental principles for ensuring the independence and effectiveness of the Anti-Corruption Agencies, as well as the Kuala Lumpur Statement on Anti-Corruption Strategies (22 October 2013) which establishes fundamental principles for developing anti-corruption strategies, the design and content of anti-corruption strategies and the monitoring and evaluation of anti-corruption strategies:
Express concern with regard to the establishment of the Anti-Corruption Council by the RA Government as of it being inconsistent with the provisions and principles of the UN Convention Against Corruption, Jakarta Statement on Principles for Anti-Corruption Agencies, Kuala Lumpur Statement on Anti-Corruption Strategies,
Call upon the RA Government:
To unite the potential of the RA Government and the specialized Civil Society Organizations towards the establishment of an independent professional Anti-Corruption body in consistence with the provisions and principles of the UN Convention Against Corruption, Jakarta Statement on Principles for Anti-Corruption Agencies, Kuala Lumpur Statement on Anti-Corruption Strategies.
