According to Article 70 of the Constitution of the Republic of Armenia, on initiation of the MPs of the National Assembly, a Special Session with the agenda of initiator was invited on 30 September.
As of 18:30 only 37 MPs had registered for the Special session. The quorum was not ensured within 3 hours provided by the Law of the Republic of Armenia “Rules of Procedure of the National Assembly,” only one person registered during that period.”
After that Eduard Sharmazanov, the Vice President of the National Assembly announced that the meeting was not held due to the absence of quorum.
