In Armenia Economic Entities, Politicians and People holding other Positions are often the same Persons: Edmon Marukyan

On February 2, I circulated the package of draft laws on additions and amendments in the RA Law on “Protection of Economical Competition”; the RA Law on “Public Services Regulatory Body”; on the RA Law on ”Television and Radio” and the RA Law on ” Control Chamber”.

12705481_1007770069294720_2955469242346367377_nIn case of the approval of this package the president of SCPEC (State Commission for the Protection of Economic Competition of the Republic of Armenia) cannot belong to any political party as it is today.

This package was discussed in “Lusavor Hayastan (Bright Armenia)” Party Council and this is our first anti-corruption initiative. The purpose of this regulation is to ensure political neutrality of these bodies and politicians.

The problem is that these bodies must be independent from governmental bodies, economic entities and people interrelated to the above mentioned. It is obvious that a person cannot be impartial in initiating administrative proceeding, recording and qualifying the violations, applying sanctions to a person or persons interrelated to them involved in particular political team if they are a member of the same team.

How can a member or president affiliated to the same political party carry out one’s duties with the state bodies, including the ministries and other departments that are led by the members of the same party, and avoid from conflict of interests as well as to be impartial.
