On August 24, the Ministry of Finance signed an agreement with “Megasport” LLC on obtaining football goals, two benches, billiard tables, dumbbells, and other sporting equipment. The purchase was made in the process of negotiations, without announcing about it beforehand.
The purchase and sales contract’s cost was about 45.2 million AMD or 95 thousand USD.
It is interesting that the goods were bought from a single person and particularly from “Megasport” LLC. According to the data of the State Register of the Legal Entities of the Ministry of Justice, since 14 September, 2012, Armen Nazaryan is the sole shareholder and director of the company. And who is Armen Nazaryan? It is no longer a secret that Armen Nazaryan is the son of Gagik Khachatryan’s (the Minister of Finance) aunt. Gagik Khachatryan himself announced about it in 2013, when a proceeding had been initiated against him in the Commission on Ethics of High-Ranking Officials. Then the Commission concluded that the president of the RA State Revenue Committee Gagik Khachatryan did not have conflict of interests with “Megamotors”, “Megasport”, “Apeyron”, “Chronograph” and other companies.
Particularly, Appendix 5 of the Commission’s Decision referred to the objections and explanations of the former President of the SRC, and it is in this chapter that we become aware that Armen Nazaryan and Gagik Khachatryan are brothers.
It is interesting that by this decision the Commission on Ethics also made this conclusion: “In any event when the president of the SRC Gagik Khachatryan must perform such an action or make such a decision in accordance with his authority, which being legal may result in or promote the improvement of the financial and legal situation of “Apeyron” and “Megamotors” companies, he must beforehand make a statement on the conflict of interests or get the Commission’s clarification on the necessity of making a statement on the conflict of interests.”
It is already about 2 years since Gagik Khachatryan became the Minister of Finance, and the Ministry of Finance has made a purchase from the company belonging to the minister’s brother, thus promoting the financial and legal situation of “Megasport” LLC, but Gagki Khachatryan has not made any statement on the conflict in interests.
