Hovik Abrahamyan, David Harutyunyan, Gagik Khachatryan, Hovhannes Manukyan… These officials are involved in the Anti-Corruption Council.

In addition, according to the Government decision, the RA Prosecutor General, Chairperson of the Commission on Ethics of High-Ranking Officials of Armenia, the Chairperson of the RA Public Council, one representative of the Union of Communities of Armenia will be in the composition of the Council as well

And most importantly, there was a proposal to be involved in the Council to five opposition parties of the NA: Prosperous Armenia, ARF Dashnaktsutyun, Orinats Yerkir, Heritage and ANC.

Mr. David Harutyunyan, Minister – Chief of Staff of the RA Government in response to our inquiry, sent a written letter informing that the Prosperous Armenia Opposition Faction of the RA NA stated its agreement to be in the composition of the Anti-Corruption Council.

Before that we tried to clarify from all the opposition parties tried to find out whether they had wish to participate in the work of the Council. The Prosperous Armenia told us that our letters did not reach them, from the other parties only ANC provided a clear answer.

“Over the past 12 years, the Governments of the RA published three anti-corruption programs. The ANC believes that the three programs were of an imitating nature and completely failed,” said the letter of ANC faction.

Levon Zurabyan, the head of “Armenian National Congress” Faction of the RA National Assembly in his letter expressed confidence that this new program of the Government will have an “inglorious end as the former three programs have had.”

“Heritage” Faction has made a number of recommendations to the RA Government, including proposal to increase the number of CSO representatives in the Anti-Corruption Council. In fact, the suggestions of the faction were not accepted.

ARF Dashnaktsutyun and Orinats Yerkir have preferred to reject by silence.

In addition to the NA Factions 2 representatives of Civil Society Organizations should have been included in the composition of the Anti-Corruption Council. A competition was announced, but as we saw not a single NGO wished to participate in this competition. “On 28 April 2015, an announcement on the involvement of the NGOs in the Anti0Corruption Council was published. However no NGO submitted application for participation in the set period of time,” says the Davit Harutyunyan’s letter.

According to the source soon a statement on the operation of the Council be published, which will provide opportunity to be informed about the composition of the Anti-Corruption Council.
