Transparency International Anticorruption Center (TIAC) has conducted assessment of the anti-corruption related activities of the state institutions. In the 2014 Assessment Report the Center examined the anti-corruption safeguard mechanisms in 13 institutions. The effectiveness of the institutions in fight against corruption was assessed by a 100 point scale.
According to this assessment, the Ombudsman received 80 points; the Central Electoral Commission received 61 points; the Legislative Branch received 56 points; the Executive Branch received 54 points, whereas the judiciary with 52 points is the last. The Human Rights Defender’s Office reports.
Since 2012, the Ombudsman is considered as one of the 5 most trusted by the population institutions. According to the 2014 report trust towards the ombudsman has grown by 2 5 and currently it is the second with 31 % following the Local Government (35%)
The report says, The Human Rights Defender is quite courageous in performing its tasks, while resisting pressure from possible disproportional and bureaucratic critiques from other state institutions. The best evidence of this is the discussion of his annual reports in the parliament, which have been attacked by all factions, including opposition…”
